Baguio City has been named a Resilience Hub by the United Nations Office for Disaster Risk Reduction (UNDRR), recognizing the city’s established track record in disaster risk reduction and resilience and commitment to support and mentor other Making Cities Resilient 2030 (MCR2030) municipalities.
It is the second local government unit (LGU) in the Philippines to receive the designation after Makati City in 2022, and is the fourth in Asia and seventh in the Asia-Pacific region.
The designation was made official on March 26, 2026 after regional- and global-levels of screening.
The UNDRR designates Resilience Hubs to enhance city-to-city collaborations and peer-to-peer support. Having a critical role in knowledge sharing, capacity building, and creating learning opportunities, Resilience Hubs are global models expected to inspire other local governments to commit to greater resilience.
Making Cities Resilient 2030 (MCR2030) is a cross-stakeholder initiative for improving local resilience through advocacy, sharing knowledge and experiences, establishing mutually reinforcing city-to-city learning networks, injecting technical expertise, connecting multiple layers of government and building partnerships.
In a press release, the Baguio City LGU said it has been working to align the city’s policies and programs with global frameworks such as the Sendai Framework for Disaster Risk Reduction and the Sustainable Development Goals before being designated as a Resilience Hub. The city took on a data-driven approach using a ten-point disaster resilience scorecard to assess existing systems and programs, followed by a rigorous monitoring and evaluation of implementation progress and challenges. Baguio City reportedly focused on implementing programs such as green infrastructure development, nature-based solutions, and enhanced monitoring of risk scenarios to address the growing threats of climate change.
As a Resilience Hub, the city will share its expertise and best practices from key initiatives, including inclusive multi-hazard early warning systems, benchmarking of its Smart City Command Center, community-based data gathering and risk assessment training, and hosting regional and inter-city resilience forums.
The City Government of Baguio is a member of ICLEI and has been involved in several ICLEI Southeast Asia projects. The city also hosted ICLEI’s International Conference on Local Equitable and Inclusive Resilience (ICLEI-R) in April 2026.
