With their unique situations, how can local governments better deal with marine litter?  The Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) has released a toolkit under the ASEANO Project detailing various local government-relevant policies, plans, strategies, and frameworks for reducing plastic pollution in rivers, coasts, and oceans.
