• Get to know the 2021-2024 ICLEI Southeast Asia Regional and Global Executive Committee Members

    ICLEI Members in Southeast Asia have elected the organization’s new Regional Executive Committee (RexCom) and its representatives to the ICLEI Global Executive Committee (GexCom) for the term 2021-2024.  Representatives of  Indonesia, Malaysia, and the Philippines voted for one representative per country, ensuring balanced representation in both local and global ICLEI affairs. The elected representatives for this term include:  RexCom Chairman Mar-Len Abigail “Abby” Binay, Mayor of Makati City, Philippines; Dr. H. Syarif Fasha, ME., Mayor of Jambi City, Indonesia Datuk Shadan bin Othman, Mayor/President of Hang Tuah Jaya Municipal Council, Malaysia. As Chairman of the RexCom, Mayor Abby will represent ICLEI Southeast Asia in the ICLEI GexCom. She will speak for the region’s members and uphold their interests and concerns in ICLEI’s global strategic decisions. She is also the ICLEI Innovative Financing Portfolio Holder, responsible for conducting finance advocacy, supporting the development of vertically integrated investment plans, and positioning ICLEI as a leader in supporting local and regional governments. Joining Mayor Binay in the GexCom in various advisory roles are the following: Datuk Shadan bin Othman, Mayor/President of Hang Tuah Jaya Municipal Council, Malaysia as Advisor to Circular Development portfolio; Datuk Seri Utama Ir. Ts. Hj. Idris Bin Hj. Haron, Executive Councillor of Melaka State Government, Malaysia as Advisor to Resilient Development and Risk Management portfolio; Alfredo Coro II, Vice Mayor of the Municipality of Del Carmen, Philippines as Advisor to Climate Action and Low Emission Development portfolio; and Dato' Sr Hj Rozali Bin Hj Mohammud, Mayor of Seberang Perai Municipal Council, Malaysia as Advisor to Climate Action and Low Emission Development portfolio. ICLEI members vote for members of the RexCom every three years, choosing leaders that represent the voice of local governments in their respective countries. They will work together in creating policies that will further drive sustainability in the region. The members of the RexCom also represent the ICLEI Southeast Asia Network in the ICLEI Global Oversight Council, the organization’s highest decision-making body. ICLEI Southeast Asia RexCom 2021-2024 Mar-Len Abigail “Abby” Binay Mayor Makati City, Philippines Mayor Mar-Len Abigail “Abby” Binay is currently on her second term as chief executive of Makati City, the Philippines’ financial center and premier investment hub. Driven by her vision of Makati as a smart city that is progressive, inclusive, and sustainable, she jumpstarted the city’s digital transformation through public-private partnership-led initiatives, most notable of which are the Makatizen Card, Makatizen App, and Makati Public Wi-Fi System. On top of these accomplishments, Makati is also known for its disaster risk reduction and management (DRRM) advocacies. In 2019, it was the sole Philippine city to be chosen as a finalist for the World Smart Cities award for its people-focused and technology-based DRRM preparedness and communication efforts. Specifically, the city’s DRRM plans and strategies revolve around reducing disaster-related mortality and injuries; minimizing the number of affected people; reducing economic loss; minimizing infrastructure damage; and minimizing disruption of basic services. Makati is also the third in the world and the first in the Philippines to formulate a comprehensive Pre-Disaster Recovery Plan.  To further cement its commitment to its citizens, Makati is part of the Regional Network of Local Authorities for the Management of Human Settlements, and World Smart Sustainable Cities Organization. Dr. H. Syarif Fasha, ME. Mayor Jambi City, Indonesia Under Dr. H. Syarif Fasha, ME.’s leadership, Jambi City in Indonesia has been actively involved in the region’s ICLEI Network, sharing ideas, learning from others, and creating solutions to accelerate its sustainable development. As proof of its efforts, Jambi City was a Top 5 finalist at the Global Climate City Challenge of the UN Climate Change Conference COP 25—the only city in Southeast Asia to be included. Jambi City proposed a 30-million Euro mass transportation system master plan in Jambi City dubbed the “Green Urban Transport Project.” A similar transport program, called the “Jambi City Initiative in Environmentally-Friendly Public Transportation” was presented at the 10th Global Forum on Urban Resilience and Adaptation in Bonn, Germany. The program detailed Jambi’s commitment to addressing climate change through an eco-friendly public transport system in the city. Jambi ultimately aims to be a smart city which integrates information and communication technologies in daily governance in order to enhance the efficiency of public service delivery and improve the welfare of citizens. Hand-in-hand with this direction is a Green City initiative which integrates modern urban transport, revitalized open green spaces, and urban parks, among others. The city constantly undertakes programs, conducts physical activities, and builds supporting facilities towards the realization of its sustainability goals. Datuk Shadan bin Othman Mayor/President Hang Tuah Jaya Municipal Council, Malaysia As Mayor/President of the Hang Tuah Jaya Municipal Council in Malaysia, Datuk Shadan bin Othman is committed to the district’s sustainability agenda, including the realization of its target to be a low carbon city by 2030, as well as the local implementation of the United Nations Sustainable Development Goals (SDG). As part of its people-focused growth, it ensures that citizens always have spaces for recreational, leisure, and social activities. It adapted a district-wide guideline that requires all new developments in the city to have at least 10% of its area dedicated as open or public spaces. Existing developments were also mandated to have 0.2 hectares of open space for every 1,000 residents. Through this initiative, Hang Tuah Jaya hopes to address urban congestion and improve the district’s quality of life. As a hub for Melaka tourism activities and as recommended by the 2018 Hang Tuah Jaya Greenhouse Gas Inventory Report, it also aims to promote an ecomobility lifestyle by developing an efficient and eco-friendly transport system. It hopes that this effort can significantly reduce the sector’s carbon footprint, enable bigger strides to a greener economy, and improve the district’s environmental health.
