ICLEI Southeast Asia presented a proposed province-wide roadmap for turning Albay, Philippines’ renewable energy (RE) potential into coordinated policies, investments, and local action during the Albay Just Transition Conference held from 5 to 7 August 2026 in Legazpi City, Philippines.

Ricardo Marfiga Jr., Membership, Governance, and Circular Economy Manager at ICLEI Southeast Asia, unveiled the draft Albay Renewable Energy Roadmap 2025–2050 during a session on advancing the province’s ambition to transition to renewable energy.

“This is a data-driven framework for policymakers, investors, and communities, built on an assessment of Albay’s own resources, grid, and demand,” Marfiga shared.

Developed by ICLEI Southeast Asia and the Philippine Movement for Climate Justice (PMCJ), in cooperation with the Provincial Government of Albay and local stakeholders, the proposed RE Roadmap sets out a phased plan under five pillars: energy security and resilience; inclusive green development; environmental sustainability and climate resilience; social inclusion and energy access; and governance and investment leadership.

Marfiga outlined the institutional actions needed to implement the draft roadmap. These include establishing a provincial renewable energy council, adopting an enabling ordinance, integrating renewable energy priorities into provincial development and annual investment programs, and creating a reliable energy-data system. City and municipal governments are encouraged to develop aligned local energy plans and ordinances and install rooftop solar systems on public facilities to help kickstart the province’s RE transition.

Utilities, national agencies, investors, civil society organizations, and academic institutions were also encouraged to be engaged due to their vital roles in grid modernization, technical assistance, financing, community safeguards, monitoring, and independent evaluation.

The proposed roadmap supports the potential actualization of the PHP 84-billion in reported pledges for 1,250 megawatts of solar and wind projects made during the 2024 Albay Renewable Energy and Investments Summit.

Organized by the Albay Renewable Energy Alliance, PMCJ, and the Provincial Government of Albay, the Conference convened government agencies, local governments, communities, businesses, investors, cooperatives, churches, and civil society groups to pioneer a significant province-wide renewable energy (RE) push through policies, laws, projects, and relevant engagements.

ICLEI SEA’s involvement in the roadmap began in June 2024, when it formalized its partnership with PMCJ to develop an investment-ready renewable energy roadmap for the province. The project was officially launched the following month through an inception workshop attended by representatives of 11 Albay local governments, the private sector, and civil society.

Under ICLEI SEA’s technical implementation, the project combined research, renewable energy resource assessment, capacity building, and participatory planning with the province’s 18 cities and municipalities and other stakeholders. Stakeholder consultation workshops in February and November 2025 then helped refine the roadmap’s vision, targets, governance arrangements, financing and infrastructure strategies, just-transition provisions, and monitoring framework. The final consultation workshop brought together more than 40 representatives from local governments, civil society, academe, and the private sector. The roadmap presented at the conference reflects this two-year development and consultation process, pending official adoption by the Albay Provincial Government.
