ICLEI Southeast Asia (SEA) and Philippine Movement for Climate Justice (PMCJ) has teamed up to develop a renewable energy roadmap for Albay Province that will be ready for investment undertaking.
ICLEI SEA and PMCJ formalized their partnership for the Albay Province Renewable Energy Roadmap Project through a contract signing held June 3, 2024 at the Manila Observatory in the Ateneo de Manila University campus in Quezon City.
Under the technical implementation of ICLEI SEA, the project envisions a just and successful transition to sustainable and renewable energy sources in the Philippines by enhancing the capacities of local government units (LGUs) to foster a democratized energy governance system.
ICLEI SEA will provide training and research to support the establishment and strengthening of LGU institutions, like the Energy Sector Committee of the Local Development Councils, in 18 Albay LGUs.
Specifically, ICLEI SEA and PMCJ will collaborate with diverse stakeholders and involve them alongside their LGUs in participatory planning processes to determine renewable energy solutions that should be included in local development plans.
The project taps the expertise and track record of ICLEI SEA as it seeks to replicate the experiences and good practices of the RE-Start Campaign Year 2 Project in Eastern Samar Province in 2023 done in partnership with Oxfam Pilipinas, under Oxfam’s Just Energy Transition (JET) programme. ICLEI SEA utilized the 100% RE Building Blocks toolkit in the development of an RE plan for Borongan City, Dolores Municipality, and Eastern Samar Province.
The project follows the Intergovernmental Panel on Climate Change (IPCC) global call and the scientific consensus to rapidly and deeply reduce greenhouse gas emissions and triple renewable energy capacity by 2030, one of the decisions of COP 28 where the Philippine Government is a party.
