EVENT: International Conference on Local Equitable and Inclusive Resilience 2026!

Set to take place in Baguio City, Philippines this coming 14-16 April 2026, the hybrid Conference will bring together local governments, development partners, civil society organizations, and resilience practitioners from the Philippines, Indonesia, Bangladesh, Nepal, Thailand, and Japan, to share tools, knowledge, and practices on inclusive, locally-led climate action and disaster risk reduction.

The Conference is the flagship event of the Enhancing Local Capacities in Socially Inclusive Resilience in Asia (SIRA) Project, implemented under the Climate Adaptation and Resilience (CLARE) Programme funded by UK Aid through the Foreign Commonwealth and Development Office (FCDO) and the International Development Research Centre (IDRC), Canada.

This conference underscores the critical role of good governance in advancing inclusive and equitable resilience. By promoting transparency, accountability, participatory decision-making, and evidence-based policies, the event aims to highlight how strong local leadership can effectively integrate the needs of vulnerable sectors into climate action and disaster risk reduction and management (DRRM).

It is co-hosted and co-organized by ICLEI Southeast Asia and the Baguio City Government.

As a newly-declared Resilience Hub by the United Nations Office for Disaster Risk Reduction’s Making Cities Resilient 2030 (UNDRR-MCR2030) campaign, Baguio City—also a SIRA participating city in the Philippines—has been recognized as having an established track record in disaster risk reduction and resilience. It is also committed to supporting, mentoring, and enhancing peer-to-peer learning among local governments within the Philippines and beyond, helping enhance resilience against climate change from the ground up. The Conference aligns with Baguio City towards this advocacy.
