To assist in the transition to 100% renewable energy in West Nusa Tenggara (WNT), ICLEI Indonesia has conducted a series of extensive capacity building programs in the first and second quarter of 2023, equipping the region’s project implementation members (PIT) with necessary resources and energy transitions strategies.
Pursuing integral knowledge-sharing, ICLEI Indonesia collaborated with the CASE (Clean, Affordable, and Secure Energy for Southeast Asia) Project under GIZ Indonesia discussing three essential topics that will help the WNT local governments in identifying hurdles and opportunities, as well as enabling environment, in the region’s energy transition process. With this comprehensive training, WNT province is poised to become the catalyst for renewable energy deployment in Indonesia.
Building concept notes for funding
In one of the capacity-building sessions that was held virtually on 13 April 2023, Andriah Feby Misna, the Director of Various New Energy and Renewable Energy, MEMR, delivered the keynote speech underlining the important role of local governments as strategic partners to achieve the national target for energy transition.

“The role of providing adequate data and studies on the region’s renewable energy potential is key to accessing energy finance. Exploring the provincial authority to govern renewable energy potential as regulated under Presidential Regulation No. 11/2023 is another opportunity to accelerate the energy transition at sub-national level,” said Feby.
Deni Gumilang, Senior Advisor/Team Leader at GIZ Energy Programme Indonesia highlighted that amidst the abundance of energy finance, it is important to identify systematic and transformative impacts to shift the existing paradigms in society and align with national and global agendas in order to develop a good project concept note for funding.
Developing business models for bankable projects
Exploring opportunities of enabling public-private partnerships for bankable RE projects in WNT, a knowledge-sharing session on 11 May 2023 saw Bely Utarja, Senior Consultant at GIZ Energy Programme, sharing the business model mechanism of KPBU and energy efficiency initiatives at the local level.

ICLEI Indonesia has been assisting WNT with the needed resources to establish its local clean energy framework. It is expected that the region will soon finalize potential bankable projects to accelerate its energy transition.
