This report seeks to showcase the processes and activities carried out to identify renewable energy solutions with the local stakeholders of Eastern Samar Province, Borongan, and Dolores, thereby hoping to inspire other LGUs in the country to initiate the necessary steps to implement their respective sustainable energy projects as directed by various instrumentalities such as but not limited to the Renewable Energy Act of 2008 (Republic Act 11285), Microgrid Systems Act (Republic Act 11646), Energy Efficiency and Conservation Act (Republic Act 11285), the LGU Energy Code (DOE-DILG Joint Memorandum Circular No. 2020-01), and the National Renewable Energy Program (NREP) 2020-2040. It also aims to encourage LGUs to take action in contributing to the attainment of the country’s commitments to Sustainable Development Goal (SDG) 7 on access to affordable, reliable, sustainable, and modern energy for all as well as to the Paris Agreement through the Philippines’ first Nationally Determined Contribution (NDC) which commits to a projected GHG emissions reduction and avoidance of 75%, of which 2.71% is unconditional and 72.29% is conditional, representing the country’s ambition for GHG mitigation.
This report includes a step-by-step guide of the tasks undertaken along with examples of good practices based on the on-ground experiences in the implementation of the RE-Start Campaign Y2 Project.
