We are looking for a consultant to support the conduct of a writeshop in Naga City. The activity is conducted in order to synthesize the results of sectoral consultations and contribute to the overall formulation of the city’s Sustainable Urban Development Plan (SUDP). The writeshop is envisioned to be a two-day activity to be held in Naga City.
Specific Tasks of the Assignment
Prior to the activity, the Facilitator will:
- Review relevant materials provided by Naga City and ICLEI Southeast Asia;
- Meet with relevant staff of Naga City and BISCAST who were involved in the conduct of sectoral consultation/s;
- Develop, in consultation with ICLEI and Naga City, an outline for the SUDP;
- Define the appropriate target audience for the activity; and
- Design an appropriate agenda for the writeshop.
During the writeshop, the Facilitator will:
- Steer the overall process flow of the activity;
- Provide creative inputs on how the results of sectoral public consultations can be presented;
- Present the proposed outline of the SUDP for comments and suggestions of the participants;
- Solicit questions from participants and encourage their active involvement throughout the activity; and
- Prepare icebreakers and energizers for the participants.
After the writeshop, the Facilitator will:
- Review the writeshop outputs to ensure its technical soundness and coherence
- Provide timeline leading to the development of the final draft of the SUDP (target to be completed by February 2019 in time for the Nexus Project closing activity on March 2019)
- Mentor the city government and BISCAST in finalizing the SUDP (by conducting two rounds of technical review)
Implementation Arrangements
Timing
The assignment requires the availability of the Facilitator from November 2018 to February 2019. Relevant outputs of the sectoral consultations will be shared by ICLEI SEAS at least a week prior to the activity. A briefing with Naga City will be held prior to the writeshop.
Travel Arrangements
From Naga City
- The Facilitator shall organize and pay for her/his own transport going to the venue.
- All meals during the writeshop shall be covered by the organizer.
If coming outside Naga City
- ICLEI SEAS shall organize and pay for the facilitator’s transport and accommodation (maximum of three days) going to the venue.
- All meals during the writeshop shall be covered by the organizer.
Confidentiality
- All data and documents, reports, discussion papers and other materials prepared as part of this assignment shall be the property of Naga City and shall be handed upon completion of the assignment.
- The Facilitator shall not pass on to any third party any data, documents, reports, discussion papers or other material prepared or obtained during the Assignment.
Qualifications
- At least Master’s degree in environmental science/management, urban planning, community- or social development and other relevant degree; or a combination of relevant education and experience;
- At least five-year work experience in urban planning, working with local governments particularly in the areas of land use and development planning;
- Previous experience in development work or related work for donor organizations, government institutions, NGOs, private sector/consulting firm is a strong advantage;
- Excellent command of English and Filipino languages (written and spoken), proficiency in Bicolano is highly preferred;
- Proficiency in Microsoft Office programs including Word, Excel, and PowerPoint;
- Creative, motivated, with keen attention to detail, and highly organized.
