Tangerang City formulates priority actions towards low emission development

Mr. Dedi Suhada, the Head of Environmental Agency Tangerang City, underscored the importance of collaboration between government, business sectors, and citizens towards low emission development.

Tangerang, Indonesia – Fifty-five participants representing various citizen groups including youth and children, woman, elderly, persons with disabilities, businesses and industry, civil society organizations, religious groups, academic groups as well as the local government discussed to prioritize climate actions in Tangerang City on 10 October 2019 at Environment Agency of Tangerang City Office. This workshop was co-organized by ICLEI – Local Governments for Sustainability Yayasan Indonesia and Tangerang City Government as a part of the Ambitious City Promises (ACP) project.

Mr. Dedi Suhada, the Head of Environmental Agency Tangerang City,  highlighted in his welcome speech that although the government has already implemented mitigation and adaptation actions to address climate change, the involvement and collaboration of business sector and citizen groups are also important.

Tangerang City, as part of the Jakarta Metropolitan Area, is home to various industries and businesses. The city plays a crucial role in supporting DKI Jakarta’s goal to reduce 30% of its GHG emissions by 2030.

The Climate Actions Prioritization (CLIMACT Prio) tool, developed by the Institute for Housing and Urban Development Studies (IHS) in the Netherlands, was used to assess the different climate actions spanning the sectors of energy and green building, transport and air quality, waste management, clean water, green spaces and urban farming, as well as health and disaster management. Additional criteria were used to evaluate the actions, namely greenhouse gas emissions and air pollution reduction potential, public acceptance, and availability of facilities to support the action, well-being and finance.

The tool surfaced nine priority actions were for each of the urban sectors. The top priority actions consist of low-cost programs that can be implemented short term including conduct of educational campaigns, policy changes, and the pursuit of technology and research.

Actions addressing energy efficiency and renewable energy were also prioritized as well as those that promote public transportation and non-motorized transport. To minimize waste, the participants also prioritized reducing dependency on single-use plastics and practicing waste segregation.

These priority actions will serve as inputs to Tangerang City’s local climate action plan. The city is also encouraging close collaboration between stakeholder groups to ensure the success of the plans and its actions to address the climate crisis.


The Ambitious City Promises (ACP) project is a 3.5 years international project funded by the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) through the International Climate Initiative (IKI) program. It is implemented by ICLEI-Local Governments for Sustainability in close cooperation with the Seoul Metropolitan Government. The project commits to reduce GHG emissions through participatory and inclusive local climate actions in selected cities in Indonesia, the Philippines, and Vietnam.
