ICLEI SEAS supports selected secondary PHL cities on low emission development planning

ICLEI Local Governments for Sustainability Southeast Asia Secretariat (ICLEI SEAS) was sub-contracted by the USAID project, Strengthening Urban Resilience for Growth with Equity (SURGE), to support the cities of Legazpi, Tagbilaran, Zamboanga, and General Santos in advancing inclusive and resilient economic growth.

Enhancing greenhouse gas emissions inventories for informed and targeted  local climate action 

ICLEI SEAS will assist Legazpi and General Santos in formulating their entity and community-level greenhouse gas (GHG) emissions inventories. The inventory will account for emissions of the local government facilities and activities, as well as emissions attributed to the city as a whole. A GHG inventory enables the local governments to identify which sector is emitting the most greenhouse gas and can, therefore, make more informed and targeted strategies to abate emissions.

Simultaneously, ICLEI SEAS will also assist Tagbilaran and Zamboanga in formulating their GHG management plans. The plan is envisioned to document the cities’ strategies and actions to reduce GHG emissions in key sectors including energy, transport, waste, agriculture, and other sources.

Scoping mission in Legazpi City

On 11-12 March 2019, the ICLEI team conducted a scoping mission in Legazpi City to set priorities, determine data gaps, and define the roles of each stakeholder.

The team met with City Program Coordinator Mr. Jedel Ervin M. Tabamo and relevant city departments. The City’s Technical Working Group, led by the Office of the City Environment and Natural Resources and the Disaster Risk Reduction and Management Office, will facilitate data gathering needed for the inventory. These include activity-level inputs on electricity consumption, fuel consumption, solid waste and wastewater from all city-owned and operated vehicles, infrastructures, and machinery.

The ICLEI delegation also discussed with private entities including the Albay Power and Energy Corporation (APEC) and the Legazpi City Water District (LCWD) and Chemical Research Inc. as potential data providers for the inventory.

Similar scoping missions will be done with the other cities starting with General Santos on April 11-12.


The SURGE Project is a five-year, $47.8 million project, which fosters the development of conditions for broad-based, inclusive and resilient economic growth for a critical mass of cities and surrounding areas outside Metro Manila, Cebu, and Davao. SURGE assists cities and adjacent areas to plan effectively, guarantee basic public services, reduce business transaction costs, promote competitiveness, support sustainable development, and reduce disaster risks while ensuring inclusive and sustainable growth.
