ICLEI Indonesia and WWF Indonesia Launch Collaboration to Strengthen Local Energy Action

As energy-sector emissions demand greater attention, the energy transition increasingly calls for action at the local level. In Indonesia, this role is reflected in the development of Regional Energy Plans (RUED), with 33 provinces having incorporated these plans into regional regulations (Perda), according to the Ministry of Energy and Mineral Resources (ESDM).

Yet, further efforts are needed to translate these regional plans into concrete action at the local level and accelerate emissions reductions through a just energy transition (JET).  While authority over Indonesia’s energy sector rests mainly with the national and provincial governments, city and district-level governments have an important role to play in actualizing mitigation efforts.

Towards this end, WWF Indonesia and ICLEI Indonesia officially kicked off their collaboration with an FSTP workshop on “Advocacy to Strengthen Subnational Roles in Accelerating Carbon Emissions Reduction from the Energy Sector” on 10 July 2026. The partnership seeks to strengthen the role of subnational governments in accelerating carbon emissions reductions in the energy sector.

The workshop brought partners together to align on the project’s objectives, work plan, implementation timeline, expected outputs, and coordination mechanisms to support effective project implementation.

As a next step, ICLEI Indonesia and WWF Indonesia visited the Ministry of Home Affairs (Kemendagri), specifically the Directorate General of Regional Development (Bangda), on 21 July 2026. The meeting explored opportunities for collaboration and synergies to support local governments in advancing climate action and JET.

A subsequent meeting with the Vice Minister of Home Affairs Bima Arya Sugiarto on 23 July 2026 further emphasized the important role of local governments in translating national and regional commitments into action. The discussions also reinforced the need for stronger reporting mechanisms to better capture and recognize ongoing climate and energy initiatives at the local level. 

Vice Minister Bima Arya highlighted the potential value of the initiative, saying, “Beyond facilitating local governments, these activities can also serve as a platform for benchmarking and sharing good practices that have been implemented.”

The engagement with Kemendagri represents an important step toward strengthening coordination among national and subnational stakeholders, and ensuring that regional energy and climate commitments are translated into meaningful local action.
