The Special Capital Region of Jakarta in Indonesia, and Makati City and Quezon City in the Philippines—ICLEI Southeast Asia (SEA) members—are among the CDP 2025 “A List” Cities recognized for climate leadership, transparency, and action.
Formerly known as the Carbon Disclosure Project, CDP is an international nonprofit organization that provides an environmental impact disclosure system for the private and public sectors.
CDP’s 2025 A List recognizes companies, cities, states, and regions that achieved an A score based on their self-reported data through the CDP-ICLEI Track, the global reporting platform.
For cities/regions to achieve an A score, they must meet robust climate leadership criteria, which include publicly reporting environmental data through CDP-ICLEI Track; maintaining a comprehensive territory-wide emissions inventory; having a published climate action plan, science-aligned emissions reduction targets, a completed climate risk and vulnerability assessment; and an adaptation goal addressing current and future climate hazards.
CDP published its 2025 A List Cities in January 2026, with 73 ICLEI members among the 120 cities in the list. Four Southeast Asian cities made the list, including the three ICLEI SEA members.
The CDP Cities A List highlights climate leadership in practice and the ways in which cities/regions disclose their climate risks, needs and opportunities; attract investment for priority projects; and showcase replicable, high-impact solutions.
Stronger climate governance
In their press release, CDP recognized how sub-national governments continue to strengthen their climate and nature governance through disclosure. In 2025, more than 1,000 cities, subnational states, and regions reported environmental information through the CDP-ICLEI Track.
CDP also acknowledged the consistency of cities and regions in the Global South in terms of climate reporting, demonstrating environmental transparency and action.
CDP-ICLEI Track is powered by ICLEI and CDP, two mission-driven organizations working to advance a sustainable global economy for people and the planet. Its openly available data supports evidence-based policy and decision-making worldwide.
CDP, the world’s only independent environmental disclosure platform, promotes annual environmental reporting and transparency as a critical step in developing a sustainable economy, addressing climate change, and working towards a net-zero future.
