(Screenshot from a video produced by the Earthshot Prize Awards 2023)<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Siargao Island in the Philippines is getting international attention beyond tourism as the municipality of Del Carmen champions the island\u2019s nature-based solutions on the global stage\u2014from COP28 to the prestigious Earthshot Prize\u2014to encourage local governance and action in developing climate-resilient communities.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">A mangrove forest in the small island of Siargao, Philippines has been protected by the local government and communities in Del Carmen since 2010. When a super typhoon struck the island in 2021, roles were reversed: the lush forest proved capable of protecting the people too.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a <\/span><a href=\"https:\/\/earthjournalism.net\/stories\/the-philippines-siargao-islanders-rebuild-lives-after-typhoon-odette\"><span style=\"color: #00ccff;\"><strong>story about Del Carmen\u2019s recovery after the super typhoon<\/strong><\/span><\/a><span style=\"font-weight: 400;\">, many coastal villagers reported that the mangrove forest shielded their houses from huge waves, lessening damage and casualties.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Numerous studies have long acknowledged the effectiveness of mangroves in coastal protection against natural hazards. Acting as a natural barrier for nearby coastal lands, mangroves can <\/span><a href=\"https:\/\/datacatalogfiles.worldbank.org\/ddh-published\/0039826\/DR0049532\/wps7596-mangroves_0.pdf?versionId=2023-01-19T04:12:49.6581315Z\"><span style=\"color: #00ccff;\"><strong>reduce vulnerability and risk from wind waves and storm surges<\/strong><\/span><\/a><span style=\"font-weight: 400;\">. As typhoons become stronger and more frequent because of the climate emergency, more and more communities are realizing the importance of mangroves as a nature-based dampener against such hazards.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nature-based solutions, as defined by the <\/span><a href=\"https:\/\/climatechampions.unfccc.int\/what-are-nature-based-solutions-and-how-can-we-finance-them\/\"><span style=\"color: #00ccff;\"><strong>United Nations (UN) Framework Convention on Climate Change<\/strong><\/span><\/a><span style=\"font-weight: 400;\">, are actions and policies that use nature\u2019s resources to protect and restore ecosystems, while helping resolve society\u2019s challenges. These solutions aim to reduce greenhouse gas emissions, promote healthy ecosystems, and reduce the likelihood of flooding, soil erosion, drought, and other extremes of the climate crisis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Del Carmen, the mangrove forest stretches up to 4,871 hectares\u2014one of the largest contiguous mangrove forests in the Philippines. The mangrove conservation initiative in Del Carmen started in 2010 through the initiative of its local government to <\/span><a href=\"https:\/\/icleiseas.org\/index.php\/2022\/06\/10\/how-this-small-philippine-beach-town-went-from-mangrove-cutting-capital-to-countrys-largest-mangrove-forest\/\"><span style=\"color: #00ccff;\"><strong>collaborate with residents who were previously involved in illegal mangrove cutting<\/strong><\/span><\/a><span style=\"font-weight: 400;\">. The initiative grew through the collective effort of stakeholders in the public and private sectors, civil society organizations, and local communities. (Screenshot from a video produced by the Earthshot Prize Awards 2023)<\/p><\/div>\n<p><span style=\"font-weight: 400;\">Mayor Alfredo Coro II, who led the establishment of mangrove rehabilitation and conservation initiatives in Del Carmen when he first became mayor in 2010, is a member of the Coastal500, the largest global network of mayors and local government leaders committed to working towards thriving and prosperous coastal communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In his <\/span><a href=\"https:\/\/rare.org\/stories-articles\/coastal500-it-takes-a-village\/\"><span style=\"color: #00ccff;\"><strong>reflection<\/strong><\/span><\/a><span style=\"font-weight: 400;\"> published by the global nonprofit organization Rare, Mayor Coro said he joined Coastal500 because he wanted to share Del Carmen\u2019s best practices in community-led coastal protection and conservation with other cities and municipalities around the world so that they can be replicated.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Del Carmen Mangrove Management Program was featured in<\/span><span style=\"font-weight: 400;\"> a <a href=\"https:\/\/youtu.be\/pBvFvzmwrAs?feature=shared&amp;t=408\"><span style=\"color: #00ccff;\"><strong>video by the Earthshot Prize Awards 2023<\/strong><\/span><\/a><\/span><span style=\"font-weight: 400;\">, a global environmental award, when the <\/span><a href=\"https:\/\/earthshotprize.org\/winners-finalists\/coastal-500\/\"><span style=\"color: #00ccff;\"><strong>Coastal500 became a finalist<\/strong><\/span><\/a><span style=\"font-weight: 400;\"> in the award\u2019s \u201cRevive Our Oceans\u201d category.\u00a0<\/span><\/p>\n<div id=\"attachment_8743\" style=\"width: 1127px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-8743\" class=\"wp-image-8743 size-full\" src=\"https:\/\/icleiseas.org\/wp-content\/uploads\/2024\/04\/coro_earthshot2023.png\" alt=\"\" width=\"1117\" height=\"542\" srcset=\"https:\/\/icleiseas.org\/wp-content\/uploads\/2024\/04\/coro_earthshot2023.png 1117w, https:\/\/icleiseas.org\/wp-content\/uploads\/2024\/04\/coro_earthshot2023-300x146.png 300w, https:\/\/icleiseas.org\/wp-content\/uploads\/2024\/04\/coro_earthshot2023-768x373.png 768w, https:\/\/icleiseas.org\/wp-content\/uploads\/2024\/04\/coro_earthshot2023-1024x497.png 1024w, https:\/\/icleiseas.org\/wp-content\/uploads\/2024\/04\/coro_earthshot2023-958x465.png 958w\"  sizes=\"(max-width: 1117px) 100vw, 1117px\" \/><p id=\"caption-attachment-8743\" class=\"wp-caption-text\">Mayor Alfredo Coro II of the Municipality of Del Carmen. (Screenshot from a video produced by the Earthshot Prize Awards 2023)<\/p><\/div>\n<p><span style=\"font-weight: 400;\">Mayor Coro also attended the 2023 United Nations Climate Change Conference (COP28) last November in Dubai, United Arab Emirates as a member of the Coastal500 to advocate for coastal communities on the frontlines of climate change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThese experiences, with the Earthshot Prize and COP28 in Dubai, made me realize the collective power of the leaders of neglected small fishing villages and municipalities to drive change in their communities\u2014if their leaders have access to appropriate information, replicable action, and localized scientific narratives,\u201d said Mayor Coro in his reflection.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aside from its mangrove management program, Del Carmen also strives to develop other nature-based solutions through <\/span><a href=\"https:\/\/www.visitdelcarmen.com\/marine-governance-in-del-carmen-siargao-islands\/\"><span style=\"color: #00ccff;\"><strong>marine protected areas<\/strong><\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.cepf.net\/sites\/default\/files\/final-report-12581.pdf\"><span style=\"color: #00ccff;\"><strong>watershed management<\/strong><\/span><\/a><span style=\"font-weight: 400;\">, and seagrass restoration.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mayor Coro also highlighted in his reflection Del Carmen\u2019s multi-stakeholder approach to developing its natural resources to become nature-based solutions\u2014an important measure for cities and municipalities seeking to rise above and take control of their future in the face of the climate crisis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOur progress and resilience were made with a lot of support from multiple partners, allowing us to appreciate the science, understand our desired future, and work to develop Del Carmen\u2019s sustainable development. In time, our small coastal community became a global model of how local governance can influence positive change,\u201d said Mayor Coro.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The municipality of Del Carmen is a member of ICLEI, having previously taken steps to <\/span><a href=\"https:\/\/icleiseas.org\/index.php\/2021\/12\/15\/municipality-of-del-carmen-ph-prepares-to-pursue-low-emission-development-pathway\/\"><span style=\"color: #00ccff;\"><strong>pursuing a low emission development pathway<\/strong><\/span><\/a><span style=\"font-weight: 400;\">.
