Abigail Binay, Mayor of Makati City, Philippines; Chairperson of the ICLEI Southeast Asia Regional Executive Committee; and Chairperson of the ICLEI Innovative Financing portfolio, in her opening remarks.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">To showcase what the youth can achieve when given the platform and capacitated to contribute to their communities, Audrey Nicole Pahayahay and John Mari Agapito, S<\/span><span data-contrast=\"auto\">2<\/span><span data-contrast=\"auto\">Cities youth innovation fellows from Baguio and Naga respectively, shared their urban safety interventions developed throughout the programme. <\/span><a href=\"https:\/\/web.facebook.com\/s2cities\/posts\/pfbid023grdHgAUqNiapBg95D7Epo534RXKKjRFLp3sYehFn3RKY2jdSNPYUYKC3qxpSwzfl\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\"><strong>The former\u2019s youth group<\/strong><\/span><\/a><span data-contrast=\"auto\"> is currently developing an urban pet park, while the <\/span><a href=\"https:\/\/web.facebook.com\/permalink.php?story_fbid=pfbid032yuGhgsw6wL4jSCgHy6S5335NjuhLYNiDdF1oyosczFHTFdBWG9fKZ2WaDQvmz3Wl&amp;id=100095602569730\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\"><strong>latter\u2019s youth group<\/strong><\/span><\/a><span data-contrast=\"auto\"> is developing smart streetlights.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><strong>How local governments and organizations are empowering their youth\u00a0<\/strong><\/p>\n<p><span data-contrast=\"auto\">Discussing Baguio\u2019s efforts in enabling the youth to be urban changemakers, Arch. Donna Tabangin, City Planning and Development Coordinator, shared that in partnership with the S<\/span><span data-contrast=\"auto\">2<\/span><span data-contrast=\"auto\">Cities programme, the local government created <\/span><a href=\"https:\/\/web.facebook.com\/SIGLATs2c\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\"><strong>an innovation hub<\/strong><\/span><\/a><span data-contrast=\"auto\"> near the city center where youth activities in the city can emanate from. She noted that these activities are geared to be collaborative, innovative, immersive, and leadership- and mentorship-focused.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cThe youth are the leaders of today and of the future. One of the things that we aim for is to teach them and help them realize that they are indeed leaders, and we immerse them because they are partners in decision-making of the city,\u201d noted Architect Tabangin.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">To further the reach of the innovation hub and its advocacies, the Cordilleran Youth Center (CYC), the<\/span><span data-contrast=\"auto\"> S<\/span><span data-contrast=\"auto\">2<\/span><span data-contrast=\"auto\">Cities local implementing partner in Baguio, developed a mobile youth hub on wheels to reach youth and communities that are located in Baguio\u2019s further and upland villages.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cAside from the fact that further communities have a more difficult time travelling to the city center, the younger people also have to be accompanied by their guardian or parent,\u201d explained Patricia Joan Daloria, CYC Project Staff, on why the mobile youth hub makes sense given <\/span><a href=\"https:\/\/circulars.iclei.org\/wp-content\/uploads\/2022\/09\/CL4C_-Mini-Roadmap_Baguio-City.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\"><strong>Baguio\u2019s mobility context.<\/strong><\/span><\/a><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In Naga, participatory governance has been a long-standing norm instituted through mechanisms such as the City People\u2019s Council, City Youth Officials Program, and more recently, the S<\/span><span data-contrast=\"auto\">2<\/span><span data-contrast=\"auto\">Cities programme. According to Samantha Fullante, Naga City Youth Officer, these have helped empower the city\u2019s youth to participate in and design programs and services for their communities.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cThe capacity-building aspects of [these mechanisms] equips young people with skills in leadership, public speaking, project management, and community engagement\u2014skills that are beneficial not only to the individual but to our overall human capital development in the city,\u201d said Fullante.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">This participatory approach was also evident in Naga\u2019s development of <\/span><span data-contrast=\"none\">its <a href=\"https:\/\/web.facebook.com\/permalink.php?story_fbid=pfbid02Mvms5geC7TrmDzXGCx1YauRxWMY87Az6nKd5Bh7snen4TfBPTsgGcXno9n9AVUoDl&amp;id=100095602569730\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\"><strong>youth innovation hub.<\/strong><\/span><\/a><\/span><span data-contrast=\"auto\"> WeSolve Foundation, <\/span><span data-contrast=\"auto\">the<\/span><span data-contrast=\"auto\"> S<\/span><span data-contrast=\"auto\">2<\/span><span data-contrast=\"auto\">Cities local implementing partner in Naga, held various co-creation workshops where the youth designed the space they want to use including its equipment and furnishings.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cIn addition to co-creating the hard infrastructure of the youth hub, the youth also co-created the soft infrastructure and policies for its long-term use. \u201c[Because they are meaningfully involved], the youth have this feeling of \u2018home\u2019 and familiarity with using the youth hub. They ensure that the space is properly and actively used and cared for,\u201d shared Ramon Dominic Nobleza, WeSolve Project Manager.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">\u201cThe S<\/span><span data-contrast=\"auto\">2<\/span><span data-contrast=\"auto\">Cities programme has really opened doors for collaboration between the youth and the local governments,\u201d highlighted Victorino Aquitania, ICLEI Southeast Asia Regional Director. \u201cAs emphasized, the youth\u2019s participation in urban development is critical. ICLEI will be happy to collaborate with all of you to discuss how these takeaways can be applied in your respective cities,\u201d he added.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><strong>Global state of youth participation in urban development\u00a0<\/strong><\/p>\n<p><span data-contrast=\"auto\">According to the 2020 World Youth Report, young people aged 15 to 24 years old make up over 1.21-billion or<span style=\"color: #000000;\"><strong>\u00a0<\/strong><\/span><\/span><span style=\"color: #00ccff;\"><strong><a href=\"https:\/\/www.un-ilibrary.org\/content\/books\/9789210050029\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">16% of the entire world\u2019s population. <\/span><\/a><a href=\"https:\/\/www.unesco.org\/en\/youth-and-empowerment\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">Almost 90%<\/span><\/a><\/strong><\/span><span data-contrast=\"auto\">\u00a0of these young people live in developing countries.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Despite this demographic prominence, the youth often face barriers in actively participating in urban development. <\/span><a href=\"https:\/\/unhabitat.org\/young-people-participation-and-sustainable-development-in-an-urbanizing-world\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\"><strong>A report by the United Nations<\/strong><\/span><\/a><span data-contrast=\"auto\"> indicates that youth are frequently marginalized in decision-making processes related to urban planning, limiting their ability to contribute fresh perspectives and creative solutions to the problems that they themselves face and will have to hurdle in order to become productive members of society. <\/span><a href=\"https:\/\/gib-foundation.org\/wp-content\/uploads\/2022\/01\/Global-youth-safety-competition-results.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\"><strong>According to a survey<\/strong><\/span><\/a><span data-contrast=\"auto\"> conducted by ICLEI \u2013 Local Governments for Sustainability and Global Infrastructure Basel Foundation (GIB), these problems include pollution and health; deficiencies in public infrastructure and transportation; and crime and harassment, among others.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559731&quot;:720,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/s2cities.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\"><strong>S2Cities<\/strong><\/span><\/a><span data-contrast=\"auto\"> is a global programme aiming to improve the safety and well-being of young people in urban environments. It seeks to understand urban systems better and their influence on safety and well-being, build capacity within these systems, and enable youth innovation to solve critical challenges for safer urban environments.
