The workshop was held under strict adherence to COVID-19 protocols.<\/h6>\n<p><span style=\"font-weight: 400; color: #333333;\">After a 4.5-year-long journey in the country, the Urban Low Emission Development Strategies Phase II (Urban-LEDS II) project in Indonesia officially ended last 28 October 2021 during the Final Closing Workshop organized by the ICLEI \u2013 Local Governments for Sustainability Indonesia Office.<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #333333;\">Held at the Sari Pacific Hotel in Jakarta and virtually via Zoom, the workshop saw the attendance of representatives from the national government, National Advisory Group (NAG) members, Urban-LEDS II model cities Bogor and Balikpapan; as well as Urban-LEDS II satellite cities Bogor Regency, Bontang, South Tangerang, and Tarakan.<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #333333;\">The closing workshop served as a venue to discuss the cities\u2019 insights from the Urban-LEDS II project, their declaration of acceptance of project outputs, and the exploration of opportunities for future collaboration.<\/span><\/p>\n<div id=\"attachment_6780\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-6780\" class=\"wp-image-6780 size-full\" src=\"https:\/\/icleiseas.org\/wp-content\/uploads\/2021\/11\/Urban-LEDS-Closing-Workshop-2.png\" alt=\"\" width=\"800\" height=\"600\" srcset=\"https:\/\/icleiseas.org\/wp-content\/uploads\/2021\/11\/Urban-LEDS-Closing-Workshop-2.png 800w, https:\/\/icleiseas.org\/wp-content\/uploads\/2021\/11\/Urban-LEDS-Closing-Workshop-2-300x225.png 300w, https:\/\/icleiseas.org\/wp-content\/uploads\/2021\/11\/Urban-LEDS-Closing-Workshop-2-768x576.png 768w\"  sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-6780\" class=\"wp-caption-text\">ICLEI Southeast Asia Secretariat Regional Director Mr. Victorino Aquitania (left) and Advisor of ICLEI Indonesia and National Advisory Group Member (right) Mr. Rachmat Witoelar giving their keynote addresses during the Urban-LEDS II closing workshop.<\/p><\/div>\n<p><span style=\"font-weight: 400; color: #333333;\">Emphasizing his hope for the project\u2019s legacy, ICLEI Southeast Asia Secretariat (ICLEI SEAS) Regional Director Mr. Victorino Aquitania said during his remarks <em>\u201cThe work does not stop even as this fruitful project comes to a close. We are hopeful that the project cities will continue to sustain their outputs and outcomes for truly long-term impact.\u201d<\/em><\/span><\/p>\n<p><em><strong><span style=\"color: #333333;\">National Government Perspectives on Local Governments Role on Low Carbon Development<\/span><\/strong><\/em><\/p>\n<p><span style=\"color: #333333;\">Accelerating local climate action and low emission development is at the heart of the Urban-LEDS II project. He encouraged local governments to develop Strategic Environmental Assessment &#8211; Local Mid-Term Development Planning (locally known as KLHS-RPJMD) in line with the guidelines prepared by the Ministry of Home Affairs (MoHA), the Ministry of Environment and Forestry (MoEF), and Bappenas. These guidelines help local governments formulate realistic and doable\u00a0<span style=\"font-weight: 400;\">climate targets, strategies, activities, and budgeting, thereby translating into significant impact on the ground.<\/span><\/span><\/p>\n<p><span style=\"font-weight: 400; color: #333333;\">These mitigation actions should then be reported in the National Registry Platform, said Mr. Allan Rosehan of the MoEF.\u00a0<\/span><\/p>\n<p><span style=\"color: #333333;\"><em><span style=\"font-weight: 400;\">\u201c<\/span><span style=\"font-weight: 400;\">Indonesian local governments have an important role to carry out regular reporting to the platform<\/span><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\"> This would help to monitor and evaluate the target achievement upon the Paris Agreement,<\/span><\/em><span style=\"font-weight: 400;\"><em>\u201d<\/em> Mr. Rosehan added.<\/span><\/span><\/p>\n<p><span style=\"color: #333333;\"><span style=\"font-weight: 400;\">Additionally, inter-government and inter-organization cooperation was identified as key areas towards stronger climate actions. Ms. Rima Yuliantari of the MoHA shared that they have issued a regulation called <\/span><i><span style=\"font-weight: 400;\">Permendagri <\/span><\/i><span style=\"font-weight: 400;\">22\/2020 and<\/span><i><span style=\"font-weight: 400;\"> Permendagri<\/span><\/i><span style=\"font-weight: 400;\"> 25\/2020 to serve as a cooperation guideline for local governments.\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-weight: 400; color: #333333;\">Mr. Joko Haryanto from the Ministry of Finance (MoF) meanwhile discussed funding mechanisms that local governments can utilize to support their sustainable development programs. He specified cooperating with national and international organizations as a possible avenue to fund their low-emission development.<\/span><\/p>\n<p><em><strong><span style=\"color: #333333;\">Reflections and Lessons Learnt from Urban-LEDS II Model Cities<\/span><\/strong><\/em><\/p>\n<p><span style=\"font-weight: 400; color: #333333;\">Ms. Nursyamsiarni Larose, Acting Head of the Environment Agency of Balikpapan City, emphasized the importance of the project outputs, particularly the Greenhouse Gas Inventory (GHG-I) that will serve as a baseline in formulating their development plans.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #333333;\">Mr. Rudi Mashudi, Head of Local Development Planning Agency of Bogor City, recognized that the outputs produced from the Urban-LEDS II project, such as the GHG-I, Climate Risk and Vulnerability Assessment (CRVA), and Climate Action Plans (CAPs), are significant for city development.\u00a0<\/span><\/p>\n<p><span style=\"color: #333333;\"><em><span style=\"font-weight: 400;\">\u201c<\/span><span style=\"font-weight: 400;\">The Urban-LEDS outputs are very beneficial for Bogor City, especially in formulating the KLHS-RPJMD<\/span><\/em><span style=\"font-weight: 400;\"><em>,\u201d<\/em> said Mr. Mashudi.\u00a0<\/span><\/span><\/p>\n<p><em><strong><span style=\"color: #333333;\">Declaration of Acceptance and Commitment from Model Cities<\/span><\/strong><\/em><\/p>\n<p><span style=\"color: #333333;\"><span style=\"font-weight: 400;\">In a prerecorded message, Balikpapan City Mayor Mr. Rahmad Mas\u2019ud, expressed his gratitude to ICLEI for its technical assistance and <\/span><a href=\"https:\/\/icleiseas.org\/index.php\/2021\/10\/21\/balikpapan-city-accelerates-urban-low-emission-development-through-methane-gas-capture-pilot-project\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400; color: #00ccff;\">pilot project implementation at Manggar Sanitary Landfill<\/span><\/a><span style=\"font-weight: 400;\"> which provides cooking fuel for 50-households in its vicinity.<\/span><\/span><\/p>\n<p><span style=\"color: #333333;\"><em><span style=\"font-weight: 400;\">\u201c<\/span><span style=\"font-weight: 400;\">This project will continue to be implemented through a CSR program, to reach more beneficiary communities,<\/span><\/em><span style=\"font-weight: 400;\"><em>\u201d<\/em> said Mr. Mas\u2019ud.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #333333;\"><span style=\"font-weight: 400;\">On behalf of Bogor City Mayor Dr. Bima Arya Sugiarto, Mr. Mashudi relayed <em>\u201c<\/em><\/span><em><span style=\"font-weight: 400;\">The benefits from the Urban-LEDS II project strengthen the direction of Bogor City\u2019s development towards being a Green City, a Smart City, and a Heritage City.<\/span><\/em><span style=\"font-weight: 400;\"><em>\u201d<\/em> He added that the city is committed to actively combating climate change, with its commitment being reflected in the latest RPJMD period 2019-2024.<\/span><\/span><\/p>\n<p><span style=\"font-weight: 400; color: #333333;\">Thanking all parties involved throughout the Urban-LEDS II implementation in Indonesia, Mr. Ari Mochamad, ICLEI Indonesia Country Manager said <em>\u201cClimate change adaptation and mitigation should be integrated into the process of development planning.\u201d<\/em> He also stressed that the reflections and lessons learned from Urban-LEDS II model cities should be leveraged by other cities in order to support the national development agenda.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #333333;\">The Urban-LEDS II project officially began in April 2017 and involved a total of 60 cities in eight countries worldwide, including Lao PDR and Indonesia in Southeast Asia.
