{"id":6601,"date":"2021-09-25T09:28:12","date_gmt":"2021-09-25T01:28:12","guid":{"rendered":"https:\/\/icleiseas.org\/?p=6601"},"modified":"2021-09-25T09:28:12","modified_gmt":"2021-09-25T01:28:12","slug":"consultancy-data-gathering-for-waste-analysis-and-characterization-philippines","status":"publish","type":"post","link":"https:\/\/icleiseas.org\/index.php\/2021\/09\/25\/consultancy-data-gathering-for-waste-analysis-and-characterization-philippines\/","title":{"rendered":"Consultancy: Data Gathering for Waste Analysis and Characterization (Philippines)"},"content":{"rendered":"<p><span style=\"color: #333333;\">The\u00a0<strong>\u201cAlliance + ICLEI Developing Plastic Waste-Free Cities&#8221; <\/strong>programme is looking for a consultant to help\u00a0generate comprehensive data on the quantity and composition of solid wastes generated from various sources in Iloilo City, Philippines.<\/span><\/p>\n<h2><span style=\"color: #333333;\"><strong>SCOPE OF WORK<\/strong><\/span><\/h2>\n<p><span style=\"color: #333333;\">This consultancy is intended to cover the following:<\/span><\/p>\n<p><span style=\"color: #333333;\"><strong>A. Preparation and Training<\/strong><\/span><\/p>\n<ol>\n<li><span style=\"color: #333333;\">Coordinate relevant government and non-government offices to properly administer the activities<\/span><\/li>\n<li><span style=\"color: #333333;\">Finalize the identification and preparation of the following, in consultation with the Iloilo City LGU and ICLEI:<\/span>\n<ul>\n<li><span style=\"color: #333333;\">Sampling locations based on the identified waste generators in the municipality <em>(See Annex A in the Terms of Reference linked at the end of the post for the list of identified waste generators.)<\/em><\/span><\/li>\n<li><span style=\"color: #333333;\">Finalize sampling schedule and work plan<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"color: #333333;\">Understand and enhance capacities on the standard operating procedures (SOP) and WACS methodology to be employed<\/span><\/li>\n<li><span style=\"color: #333333;\">Prepare and acquire tools, materials, and other necessary resources<\/span><\/li>\n<li><span style=\"color: #333333;\">Identify laboratory facilities which can conduct physical and chemical characterization <em>(See Annex A in the Terms of Reference linked at the end of the post for the list of parameters) <\/em>for 5 samples of plastic waste<\/span><\/li>\n<li><span style=\"color: #333333;\">Orient community stakeholders<\/span><\/li>\n<\/ol>\n<p><span style=\"color: #333333;\"><strong>B. Conduct of on-ground characterization and quantification of wastes, particularly plastic wastes<\/strong><\/span><\/p>\n<ol>\n<li><span style=\"color: #333333;\">Characterize and quantify wastes from different point sources<\/span><\/li>\n<li><span style=\"color: #333333;\">Collect waste samples to be forwarded to a laboratory for chemical analysis<\/span><\/li>\n<li><span style=\"color: #333333;\">Secure results of laboratory analysis<\/span><\/li>\n<\/ol>\n<p><span style=\"color: #333333;\"><strong>C. Data Processing and Analysis<\/strong><\/span><\/p>\n<ol>\n<li><span style=\"color: #333333;\">Consolidate and conduct post-processing of data<\/span><\/li>\n<li><span style=\"color: #333333;\">Submit report containing results and analysis<\/span><\/li>\n<\/ol>\n<p><span style=\"color: #333333;\"><strong>D. Produce detailed activity and financial report<\/strong><\/span><\/p>\n<h2><span style=\"color: #333333;\"><strong>DURATION AND LOCATION<\/strong><\/span><\/h2>\n<p><span style=\"color: #333333;\">The short-term consultancy shall start by <strong>5 October 2020 (earliest)<\/strong> and end by <strong>10th November 2021<\/strong>. The consultancy shall be done in Iloilo City with the guidance of ICLEI SEAS and in close coordination with the City Government of Iloilo.<\/span><\/p>\n<h2><span style=\"color: #333333;\"><strong>QUALIFICATIONS <\/strong><\/span><\/h2>\n<ol>\n<li><span style=\"color: #333333;\">A firm or local individual consultant is eligible to apply for this consultancy.<\/span><\/li>\n<li><span style=\"color: #333333;\">Individual consultants must have at least a bachelor\u2019s degree in urban planning, development studies, urban planning, statistics, or other related fields. A Master\u2019s degree or further studies on the environment, waste management, urban planning, or sustainable development would be an advantage.<\/span><\/li>\n<li><span style=\"color: #333333;\">Firms must be legal entities in the Philippines and are composed of individuals with a background as mentioned in the preceding bullet.<\/span><\/li>\n<li><span style=\"color: #333333;\">The consultant should have a minimum of 5-years of work experience or research related to waste management. Preferably, prior experience in the conduct of Waste Analysis and Characterization, and engaging with local stakeholders (e.g., household, formal and informal waste pickers, recyclers, etc).<\/span><\/li>\n<li><span style=\"color: #333333;\">The consultant must be knowledgeable with the Philippines\u2019 waste management scenario, policies, and programs;<\/span><\/li>\n<li><span style=\"color: #333333;\">Excellent presentation as well as oral and written communication skills; and<\/span><\/li>\n<li><span style=\"color: #333333;\">Familiarity with Microsoft Office applications and tools\/software relevant to this project.<\/span><\/li>\n<li><span style=\"color: #333333;\">Fluency in Ilonggo (preferred), Tagalog, and English languages.<\/span><\/li>\n<\/ol>\n<h2><span style=\"color: #333333;\"><strong>APPLICATION<\/strong><\/span><\/h2>\n<p><span style=\"color: #333333;\">Interested individuals\/firms are requested to apply before <strong>28 September 2021 <\/strong>by sending the following documents to <strong>Russel James Andrade <\/strong>via email address <a href=\"mailto:russel.andrade@iclei.org\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\"><strong>russel.andrade@iclei.org<\/strong><\/span><\/a>.<\/span><\/p>\n<ol>\n<li><span style=\"color: #333333;\">Expression of Interest and confirmation of availability for the consultancy\u2019s duration;<\/span><\/li>\n<li><span style=\"color: #333333;\">Latest CV (if an individual); one-page company profile and CVs of team members (if firm);<\/span><\/li>\n<li><span style=\"color: #333333;\">Written technical and financial proposal (methodology, budget, and work plan corresponding with the required deliverables);<\/span><\/li>\n<li><span style=\"color: #333333;\">A two-page summary outlining relevant previous work engagements in relation to this consultancy.
