The Department of Energy (DOE), the European Union-supported Access to Sustainable Energy Programme (EU ASEP), ASEP Clean Energy Living Laboratories (ASEP-CELLs), and ICLEI Southeast Asia (ICLEI SEAS) have thus partnered together to capacitate LGUs towards better energy efficiency and conservation practices.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EEC Act currently mandates all LGUs to abide by the Government Energy Management Program (GEMP), a government-wide program that aims to reduce the monthly consumption of electricity and petroleum products.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a joint forum held last May 2021, DOE-Energy Utilization and Management Bureau (EUMB) Director Patrick T. Aquino, explained that <\/span><span style=\"font-weight: 400;\">\u201cthe overall goal of the GEMP is to reduce the monthly electricity and fuel consumption of all LGUs by at least 10%. The foundation for meeting this target starts with simple yet very doable acts such as reasonable air-conditioning thermostat settings and carpooling.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To better guide the LGUs in implementing the GEMP, the DOE, the EU-supported ASEP-CELLs, and ICLEI SEAS have collaboratively produced the GEMP brochure, an easy-to-follow guide detailing LGU-centric EEC measures.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Specifically, the brochure contains GEMP reportorial requirements and mandates according to the EEC Act. The brochure also contains the steps in completing the GEMP fuel and electricity consumption worksheets. These accompanying worksheets allow LGUs to monitor their energy consumption, which they can then use as a baseline when they start monitoring their overall EEC strategies, consumption patterns, and savings.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEEC comprises one of ICLEI\u2019s five pathways to sustainable development.
