By knowing which resources are most vulnerable better enables the Government of Balikpapan city to set priorities for adaptation action and determining appropriate climate-smart responses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the Urban-LEDS II Project, ICLEI Southeast Asia Secretariat (ICLEI SEAS) is supporting and guiding the review of climate action planning in the two model cities, Bogor and Balikpapan, ICLEI SEAS intends to enrich the climate change adaptation and resilience component of the cities\u2019 action plan by providing support in the conduct of science-based climate risk and vulnerability assessment. This will complement the cities\u2019 Urban-LEDS which was an output of the project\u2019s first phase. Ultimately, the goal is to help the cities formulate an integrated climate action plan.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In line with this, ICLEI SEAS in collaboration with the <\/span><a href=\"http:\/\/balikpapan.go.id\/\"><span style=\"font-weight: 400; color: #33cccc;\">City Government of Balikpapan <\/span><\/a><span style=\"font-weight: 400;\">conducted a consultation on CRVA held on 27 November 2019 at Swiss-Belhotel in Balikpapan. The activity focused on identifying the resources, systems or population that are likely to be most affected by the changing climate conditions as well as enhance the city government\u2019s understanding as to why these sectors are likely to be highly vulnerable.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" class=\"alignnone size-large wp-image-5065\" src=\"http:\/\/icleiseas.org\/wp-content\/uploads\/2019\/12\/Photo-B-1024x683.jpg\" alt=\"\" srcset=\"https:\/\/icleiseas.org\/wp-content\/uploads\/2019\/12\/Photo-B-1024x683.jpg 1024w, https:\/\/icleiseas.org\/wp-content\/uploads\/2019\/12\/Photo-B-300x200.jpg 300w, https:\/\/icleiseas.org\/wp-content\/uploads\/2019\/12\/Photo-B-768x512.jpg 768w, https:\/\/icleiseas.org\/wp-content\/uploads\/2019\/12\/Photo-B-600x400.jpg 600w, https:\/\/icleiseas.org\/wp-content\/uploads\/2019\/12\/Photo-B-958x639.jpg 958w, https:\/\/icleiseas.org\/wp-content\/uploads\/2019\/12\/Photo-B-800x534.jpg 800w, https:\/\/icleiseas.org\/wp-content\/uploads\/2019\/12\/Photo-B-272x182.jpg 272w\"  sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">\u201c<\/span><i><span style=\"font-weight: 400;\">There are seven environmental issues in Balikpapan city: floods, limited water resources, coastal area degradations, mangrove damages, landslides, decreased river water, and poor air quality<\/span><\/i><span style=\"font-weight: 400;\">,&#8221; as shared by Mr. Suryanto, Head of Balikpapan\u2019s Environmental Agency. He also mentioned their city\u2019s concerns on the national government\u2019s plan to move the national capital city from Jakarta, on the island of Java, to the province of East Kalimantan on the island of Kalimantan. As a neighboring city, they are concerned about how this action will impact their city\u2019s spatial planning, especially since Balikpapan has committed to keeping 52% of the total land area as natural reserves and that only 48% of the land can be developed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The consultation was attended by representatives from local government organizations including the local development planning agency, local disaster management agency, meteorological climatology and geophysics agency, health agency, communication and information agency, environment agency, food, agriculture, and fisheries agency, tourism agency, public works agency, transportation agency, housing and settlement agency, social agency, sub-district, Kalimantan Technology Institute as well as local NGOs that are Pokja Pesisir, Yayasan Peduli, and STABIL.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With the guideline provided by the <\/span><a href=\"http:\/\/ditjenppi.menlhk.go.id\/reddplus\/images\/adminppi\/permen\/P.7_2018.pdf\"><span style=\"color: #33cccc;\"><span style=\"font-weight: 400;\">Ministry of Environment and Forestry Regulation (MoEF) number 7 of 2018 <\/span><\/span><\/a><span style=\"font-weight: 400;\">as reference, the Government of Balikpapan city agreed that landslides, strong winds, floods, extreme weather, forest, and land fires, sea level rise will be assessed as climate events affecting mangrove ecosystems, food security, water availability, health, fishery, transportation as well as the economy. The baseline scenario will be set by 2020 then 2030 and 2050 respectively as the time slice and projection years. Thus, it is in line with the timeline in <\/span><a href=\"http:\/\/ditjenppi.menlhk.go.id\/reddplus\/images\/resources\/ndc\/terjemahan_NDC.pdf\"><span style=\"font-weight: 400; color: #33cccc;\">Indonesia\u2019s Nationally Determined Contribution<\/span><\/a><span style=\"font-weight: 400;\"> and MoEF Regulation No. 7 of 2018.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ICLEI SEAS and Balikpapan city will register this activity under <\/span><span style=\"font-weight: 400;\">the <a href=\"http:\/\/ditjenppi.menlhk.go.id\/srn\/\"><span style=\"color: #33cccc;\">National Registry System<\/span><\/a><\/span><span style=\"font-weight: 400;\"> as a form of contribution in efforts to increase national resilience and keep the global average temperature well below 2<\/span><span style=\"font-weight: 400;\">o<\/span><span style=\"font-weight: 400;\">C.<\/span><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Climate risk and vulnerability assessments (CRVA) provide information that is critical in climate action planning.
