Tokyo, Japan – DKI Jakarta Governor Anies Baswedan shared the city\u2019s target to curb greenhouse gas emissions by 30% by 2030 during the Urban 20 (U20) 1 <\/sup> Mayors\u2019 Summit held 21 May 2019. The U20 Mayors\u2019 Summit was organized in synchrony with the Urban Resilience Forum (Tokyo) (URF) which also took place in Tokyo from 21-22 May.<\/p>\n

Themed \u201cClimate Action: Cities leading the way to 1.5\u2019 C World\u201d the U-20 session highlighted the important work that local governments are doing to address climate change and promote low carbon development. The event was co-organized by C40 Cities Climate and Leadership Group (C40) and United Cities and Local Governments (UCLG).<\/p>\n

Ms. Yuriko Koike, Governor of Tokyo Japan and Ms. Virginia Raggi, Mayor of Rome, Italy also served as panelists alongside Gov. Baswedan. Ms. Riyanti Djalante, Academic Programme Officer of the United Nations University, moderated the session.<\/p>\n

Creating pathways towards decarbonization and low emission development<\/h4>\n

Gov. Baswedan explained that in 2017, Jakarta has already achieved approximately 7,843,528 tCO2e reduction or around 23% of its 30% GHG emissions reduction target by 2030, using 2010 as the base year. Gov. Baswedan credited this progress to the active cooperation and participation of Jakarta\u2019s citizens.<\/p>\n

\u201cIt is a collective work and with participation from our citizens, especially the young generation of Jakarta, we believe we are on the right track to even surpass the 30% target,\u201d Gov. Baswedan noted.<\/p>\n

He further emphasized the important role that development partners play in supporting local governments towards their local climate action strategies, stating, \u201cWe are grateful to be assisted by various development partners, including ICLEI who is traveling with our delegation today. ICLEI has been instrumental in forging a partnership with the citizen of Jakarta, particularly the youth.\u201d<\/p>\n

Ms. Gina Karina, Country Manager of Yayasan ICLEI Indonesia, joined the governor\u2019s delegation to Japan. DKI Jakarta works closely with Yayasan ICLEI Indonesia<\/span><\/a> in crafting strategies to achieve the city\u2019s GHG emissions reduction target, including mobilizing various stakeholder groups to support Jakarta\u2019s pursuit of low emission development through the Ambitious City Promises (ACP) project. ACP is a 3.5-year international project implemented by ICLEI – Local Governments for Sustainability with support from the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU).<\/p>\n

The project aims to support selected large cities in Indonesia, the Philippines, and Vietnam to establish strong GHG reduction commitments and create local climate action plans with an improved space for community engagement and participation.<\/p>\n

Establishing strong commitments toward local climate action: Examples from Tokyo and Rome<\/h4>\n

During the session, Governor of Tokyo Yuriko Koike shared the city\u2019s strategies to curb emissions such as the cap-and-trade programs primarily implemented in office and commercial buildings. She also discussed the Zero Emission Tokyo Decarbonisation Policy, a program designed to curb GHG emissions by 30% by 2030 with 2000 as the base year.<\/p>\n

Consequently, the Mayor of Rome, Virginia Raggi, shared the city\u2019s Sustainable Urban Mobility Plan – a bid to promote low carbon mobility options in the city, particularly in business and tourist centers. Rome has increased the number of cycling lanes, created carless streets in urban areas, and promoted the use of electric vehicles.<\/p>\n

In a Facebook post<\/span><\/a> shared after the event, Mayor Raggi noted: \u201cWe have been reprogramming mobility by favoring public means of transport over private ones in order to reduce the number of cars and promote the use of ecologically non-polluting vehicles.\u201d<\/p>\n

The U20 Mayors Summit ended with a communique<\/span><\/a> outlining the local leaders\u2019 commitments and recommendations to address climate change. The communique was delivered by the mayors<\/span><\/a> to Japanese Prime Minister Shinzo Abe, ahead of the G20 Leaders Summit slated to happen in Osaka on 28-29 June 2019.<\/p>\n
