Quezon City, Philippines–Representatives of Quezon City Government\u2019s Environmental Policy Management Council (QG-EPMC) convened last 14 March 2019 to conclude the strategic appraisal of the city\u2019s climate action plan including baseline information and capacity gaps. The workshop was designed and facilitated by ICLEI-Local Governments for Sustainability Southeast Asia Secretariat (ICLEI SEAS).<\/span><\/p>\n

This activity is part of the C40\u2019s Climate Action Planning (CAP) Programme,<\/span> a two-year initiative designed to enhance a city\u2019s climate action plan and deliver action consistent with the Paris Agreement; addressing both the need to reduce greenhouse gas (GHG) emissions and adapt to adverse climate change impacts<\/span>.<\/span><\/p>\n

Under the CAP Programme, Quezon City committed to the C40 Deadline 2020 of delivering transformative and inclusive climate actions to limit global temperature increase to 1.5 degrees Celsius through an enhanced local climate action plan. A consortium led by ICLEI SEAS was contracted by C40 to work with Quezon City on this regard. Other consortium members include Manila Observatory and Ricardo, a consulting firm based in London.<\/span><\/p>\n

The workshop concludes the CAP\u2019s first phase following desk review of Quezon City\u2019s relevant planning documents as well as series of consultations and meetings with various city departments and offices jointly conducted by ICLEI, Manila Observatory, and C40 throughout January to February.<\/span><\/p>\n

Relevant findings of the review were presented during the workshop. ICLEI SEAS highlighted that Quezon City has already begun implementing transformative climate actions addressing both adaptation and mitigation pillars. However, the city\u2019s current and planned initiatives are still skewed towards adaptation. With the completion of its city-wide 2016 GHG emissions inventory, Quezon City is more equipped to develop mitigation-related programs and policies that respond to its emissions profile while also considering its governance structure and mandates. The inventory shows that stationary energy, which covers electricity consumption, is the predominant source of GHG emissions in the city.<\/span><\/p>\n

Participants from various offices and units of Quezon City exchanged ideas, strategies, and solutions to streamline and improve local climate action in the city.<\/p><\/div>\n

During the activity, participants also brainstormed on strengths, weaknesses, opportunities, and threats (SWOT) associated with the city\u2019s socioeconomic and environmental context, climate governance structures, capacity and policies, targets, and baseline information across four thematic areas namely 1) adaptation, 2) mitigation, 3) stakeholder engagement, and 4) climate financing. Further, the group collaboratively developed recommendations to enhance Quezon City\u2019s climate action planning process.<\/span><\/p>\n

Also present during the event is C40 Regional Director for East Asia, Southeast Asia, and Oceania, Ms. Milag San Jose-Ballesteros who delivered a message of support highlighting the importance of an inclusive climate action approach to ensure that vulnerable groups and sectors benefit from climate action.<\/span><\/p>\n

The strategic appraisal results shall serve as starting point for Quezon City to determine the extent to which its current and planned climate targets, policies, plans, data, programmes, and actions are consistent with the Paris Agreement. The report is guided by the <\/span>C40 Climate Action Planning Framework<\/span><\/a>,<\/span> which sets out the essential components of a climate action plan according to the three pillars of commitment and collaboration, challenges and opportunities, and acceleration and implementation.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
