Pasig City, Philippines: Pasig City Environment and Natural Resources (CENRO) environment inspectors and technical staff convened last 18 and 25 March at the Tanghalang Pasigue\u00f1o, Pasig City to participate in the Capacity Building Workshop on Greenhouse Gas (GHG) Emissions Inventory Data Collection Tools and Methodologies. The workshop, co-organized by ICLEI-Local Governments for Sustainability Southeast Asia Secretariat (ICLEI SEAS) and Pasig CENRO, is a two-day event designed with lectures and hands-on activities to build capacities of CENRO inspectors and technical staff on conducting data collection activities for the city\u2019s GHG emissions inventory.<\/p>\n

The city\u2019s environment inspectors are primarily mobilized to monitor the compliance of business entities in the city to all applicable environmental ordinances implemented by Pasig City local government. They were also tasked to assist in the collection of activity data from identified commercial establishments within Pasig City.<\/p>\n

ICLEI SEAS, through the Ambitious City Promises project<\/span><\/a>, is currently supporting Pasig City in updating its inventory. \u00a0This shall serve as a basis in formulating ambitious, informed, and measurable targets and actions towards low emission development as reflected in the city\u2019s local climate action plan.<\/p>\n

The inspectors and technical staff were joined by representatives from the City Budget Office, Public Information Office, City Command Center and City Transport and Development Office.<\/p>\n

Basics of climate change and learnings from data collection activities<\/h4>\n

The first day of the workshop started with lectures to inspire an appreciation of the ongoing GHG data collection activity and its relevance to the city’s pursuit of low emission development and sustainability.\u00a0 Mr. Ronald Cartagena, Climate Change Officer of Pasig CENRO, gave a presentation about climate change and its effects. He also shared current environmental initiatives of Pasig City.<\/p>\n

Lectures about the basics of climate change and the relevance of conducting greenhouse gas emissions inventory in formulating the city’s Local Climate Change Action Plan were given during the workshop to build knowledge about environmental issues and inspire appreciation for the environment inspectors’ role in GHGi data collection.<\/p><\/div>\n

Ms. Pamela Cabacungan, Project Officer for Mitigation of ICLEI SEAS, explained the process of updating the city\u2019s GHG inventory and its relevance towards enhancing the City\u2019s Local Climate Change Action Plan (LCCAP).<\/p>\n

Meanwhile, Engr. Eduardo Bornilla, Jr., GHG consultant of ICLEI SEAS, presented case scenarios on data collection among commercial and industrial establishments. \u00a0To support the improvement of the participants\u2019 interpersonal skills, he also gave practical strategies on how to properly and effectively communicate data requests to survey respondents.<\/p>\n

Participants, working in breakout groups, were asked to share their learnings from the lectures. In a role-playing activity, they also demonstrated the desired communication skills and protocol when conducting surveys.<\/p>\n

Leveraging tools and technologies for GHG inventory data gathering<\/h4>\n

The second day of the workshop, which took place on 25 March, focused on introducing new tools and methodologies that may help in data collection activities of the City.<\/p>\n

On-site demonstrations of online tools and applications were conducted to enable the participants to leverage technology in performing their daily functions.<\/p><\/div>\n

Among the GIS Mobile Apps introduced were Google Maps, Geo Tracker, and Geo-tagging+. Engr. Bornilla, Jr. shared that Google Earth and Google Map are often used as navigation tools that can help inspectors locate the points of interest during their survey and inspection. Geo Tracker, on the other hand, serves as a GPS tracker to guide inspectors to follow and\/or track the route previously used by fellow inspectors. Lastly, Geo-tagging+, enables users to take a photo of the location and record its exact coordinates. This can assist inspectors in easily locating and identifying establishments that they need to survey and inspect.<\/p>\n

After the lecture, the group visited pre-determined establishments near the workshop venue. During this short field test, they conducted actual survey activities through the help of the GIS Mobile applications installed in their smartphones.<\/p>\n

CENRO environment inspectors and technical staff received their Certificates of Participation after the workshop.<\/p><\/div>\n

Toward the end of the workshop, the participants gave feedback regarding their new learnings and how they can apply these in their daily activities and functions as environmental inspectors.<\/p>\n
