Jakarta, Indonesia:<\/i> ICLEI-Local Governments for Sustainability in coordination with DKI Jakarta organized a multi-stakeholder Public Consultation as part of the Ambitious City Promises <\/span><\/a>project<\/span>. Held at DKI Jakarta City Hall on 4 March 2019, this served as the culminating activity for the series of public consultations conducted between October 2018 and March 2019.<\/p>\n

The public consultations aimed to solicit the stakeholders\u2019 insights and opinions regarding the environment-related goals and strategies of the city. In their Local Action Plan for Greenhouse Gas Emission Reduction (locally called RAD-GRK), Jakarta committed to reducing GHG emissions by 30% in 2030. The consultations collated pledges and commitments from stakeholders that may support the achievement of this goal. The activity surfaced issues, challenges, and insights offered by stakeholder groups regarding their participation and engagement in developing and realizing Ikhtiar Jakarta or the City Promise–a comprehensive climate action goal supported with concrete strategies and programs.<\/p>\n

To foster deeper and more comprehensive deliberations with the priority stakeholder groups of Jakarta, focus group discussions (FGDs) were held for the following: business sector (04 December 2018<\/i>)<\/span><\/a>, \u00a0children and youth (07 February 2019)<\/i>, and religious sector (14 February 2019<\/i>)<\/span><\/a>. This public consultation brought together the discussions and highlights gleaned from the FGDs and the inaugural public consultation last October.<\/p>\n

To ramp up awareness and support for the public consultation, a press briefing was conducted on 1 March at the Anomali Coffee Shop. Resource speakers during the press briefing included Oswar Mungkasa, Deputy Governor, Environmental Agency of DKI Jakarta Provincial Government; Gina Karina, Country Manager, Yayasan ICLEI Indonesia; Nyoman Udayana Sangging of the Siaga Bumi, Parisada Hindu Dharma Indonesia (PHDI); and Saskia Raishaputri Moestadjab of the Koalisi Pemuda Hijau Indonesia.<\/p><\/div>\n

Multistakeholder approach to address environmental woes<\/h4>\n

The consultation opened with a panel discussion. Serving as panelists were Mr. T. A. Kahar from the Chamber of Commerce and Industry; \u00a0Mr. Edward Napitupuli from DKI Jakarta\u2019s Department of Industry and Energy; Mr. Nyoman Udayan Sangging, a religious leader; and Mr. Sutarno, a prominent grassroots movement figure.<\/p>\n

During the discussion, DKI Jakarta reported that it is switching to LED smart lighting system to reduce the city\u2019s electricity consumption. The business sector, on the other hand, is looking into waste-to-energy technologies which can be applied to Jakarta\u2019s context. The religious sector, for their part, is exploring the creation of eco-houses of worship; ensuring that these conserve water and energy and observe proper waste disposal.<\/p>\n

As a grassroots leader, Mr. Sutarno called for consistency and synergy when it comes to environment-related movements. He stressed that multi-stakeholder cooperation is needed to ensure that the collective participation and engagement of important actors in the city are leveraged to reach a common goal.<\/p>\n

Ikhtiar Jakarta: Citizen\u2019s Promise<\/h4>\n

To flesh out the deliberations regarding the City Promise of Jakarta, aptly named \u201cIkhtiar Jakarta\u201d, participants were divided into five groups. Each group discussed high-impact and low effort solutions and strategies as the citizens\u2019 contribution to the following sectors: air quality and transport, urban agriculture and ecology, waste management, resilience, and energy.<\/p>\n

Jakarta’s City Promise, called the Ikhtiar Jakarta, takes in insights, pledges, and commitments from all stakeholders in the city.<\/p><\/div>\n

The group on urban agriculture reported that cultivating gardens and green spaces is a welcome suggestion for the communities. However, they clamor for extensive capacity building to ensure that they are doing the correct gardening practices and that they can harvest\u00a0 .<\/p>\n

Weighing on the issue of air quality and transport, youth representatives noted that the transition from private to public mass transport is not going to be difficult. However, people need assurance that public transport options are comfortable, reliable, and safe.<\/p>\n

For solid waste management, participants shared that schools in Jakarta have already implemented strategies to minimize waste and teach proper waste disposal to students. As a way forward, schools can strive to be zero-waste by advocating the use of reusable containers and tumblers and total avoidance of single-use plastics.<\/p>\n

Representatives from the youth, business, religious, and grassroots sector discussed the innovative strategies that they are implementing to address climate change-related concerns at their level. The FGDs also fleshed out the support that these stakeholders need from the LGU in order to scale up their actions and commitments.<\/p><\/div>\n

Under the energy sector, awareness raising on energy efficiency should be done extensively in schools, government facilities, buildings and offices, and houses of worship. This is to communicate the importance of energy efficiency and how these different facilities can develop ways to promote energy efficiency and conservation. As a concrete step, participants recommended engaging the National Zakat Agency, an Islamic funding institution who can offer financial support to operationalize strategies and programs that address environmental challenges.<\/p>\n

Calling for solid and defined actions towards the achievement of the City Promise, Deputy Governor for Environmental and Spatial Planning Agency of DKI Jakarta, Oswar Mungkasa stated, \u201cThrough the Ikhtiar Jakarta, we hope to achieve significant results to achieve our GHG reduction target.
