{"id":4132,"date":"2019-01-31T02:02:35","date_gmt":"2019-01-31T02:02:35","guid":{"rendered":"http:\/\/icleiseas.org\/?p=4132"},"modified":"2019-01-31T03:19:08","modified_gmt":"2019-01-31T03:19:08","slug":"global-climate-city-challenge","status":"publish","type":"post","link":"https:\/\/icleiseas.org\/index.php\/2019\/01\/31\/global-climate-city-challenge\/","title":{"rendered":"Global Climate City Challenge"},"content":{"rendered":"<p>The Global Climate City Challenge is a joint initiative of the European Investment Bank (EIB) and the\u00a0<a href=\"https:\/\/www.globalcovenantofmayors.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">Global Covenant of Mayors<\/span><\/a>\u00a0(GCoM), representing over 9,000 cities from six continents, to provide technical assistance that helps prepare and fast-track financing of urban climate action projects. The GCoM and the EIB collaborate on this Challenge with global and local city networks, including\u00a0<a href=\"https:\/\/www.iclei.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">Local Governments for Sustainability<\/span><\/a>\u00a0(ICLEI), the\u00a0<a href=\"https:\/\/www.c40.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">C40 Cities Climate Leadership Group<\/span><\/a>\u00a0as well as the\u00a0<a href=\"https:\/\/www.giz.de\/de\/html\/index.html\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">Deutsche Gesellschaft f\u00fcr Internationale Zusammenarbeit<\/span><\/a>\u00a0(GIZ).<\/p>\n<p>The Challenge is part of a new partnership under the umbrella of Global Urbis, an ambitious global initiative announced during the\u00a0<a href=\"https:\/\/www.oneplanetsummit.fr\/en\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">One Planet Summit<\/span><\/a>\u00a0in Paris in December 2017 that provides cities and local governments around the globe with technical assistance and financing for climate action.<\/p>\n<h3>Who can apply<\/h3>\n<p><strong>The Challenge is open to municipal and local authorities or entities such as municipal companies, utilities and local banks with an interest in addressing climate change.<\/strong><\/p>\n<p>Together with its partners, the EIB will choose six projects which will be taken through the Bank\u2019s appraisal process with the objective to obtain financing for their project and free project preparation and technical assistance support.<\/p>\n<p>We are looking forward to hearing from you if you have:<\/p>\n<ul>\n<li>a strong commitment to implement climate action investments;<\/li>\n<li>selected projects need to demonstrate the potential to meet the EIB sector-specific eligibility criteria;<\/li>\n<li>an integrated urban development plan, an urban climate strategy or equivalent;<\/li>\n<li>a project or a pipeline of climate action projects stemming from the city\u2019s climate strategy or other relevant plans and strategies;<\/li>\n<li>sufficient institutional capacity to develop, manage and implement an investment, especially on the basis of a dedicated project team to act as counterpart;<\/li>\n<li>sufficient autonomy and capacity to borrow and repay debt through revenue-generating capacity at the project level, through municipal budget or other sources of finance;<\/li>\n<li>a minimum estimated project\/programme investment volume of over EUR 30 million or with an engagement in a facility including smaller projects in different municipalities totalling EUR 30 million;<\/li>\n<\/ul>\n<h3>Benefits<\/h3>\n<p>Why should you apply?<\/p>\n<ul>\n<li>grant support for project preparation to improve the quality of your projects;<\/li>\n<li>access to EIB expertise in state-of-the-art technology and innovative project financing in the different sectors of urban infrastructure;<\/li>\n<li>support in the identification of complementary financing opportunities;<\/li>\n<li>third-party experts working alongside the project developer to finalise your project;<\/li>\n<li>access to knowledge-sharing through\u00a0<em>GCoM<\/em>\u00a0and international high visibility for your project through the EIB, GCoM and their affiliated networks and partners;<\/li>\n<li>access to\u00a0<a href=\"http:\/\/www.eib.org\/en\/products\/advising\/felicity\/index.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">FELICITY<\/span><\/a>, an initiative providing project preparation support and capacity building for\u00a0<span lang=\"EN\">low-carbon infrastructure investments in cities<\/span>\u00a0<span lang=\"EN-US\">in Latin America and Asia.<\/span><\/li>\n<\/ul>\n<h3><strong>Get support<\/strong><\/h3>\n<div>\n<p>Eligible cities must be\u00a0<a href=\"https:\/\/www.globalcovenantofmayors.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">GCoM<\/span><\/a>\u00a0signatories through one of the regional covenants or via a GCoM network, or be planning to sign.<\/p>\n<p>If you are interested and eligible, following the criteria listed above, fill in the preliminary\u00a0<a Transformative Actions Program\u00a0 managed by ICLEI, the Carbon Disclosure Project Matchmaker, or similar call for proposals and your project meets the eligibility criteria for the Challenge, you can also submit your existing application to\u00a0<a href=\"mailto:GlobalClimateCityChallenge@eib.org\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">GlobalClimateCityChallenge@eib.org<\/span><\/a>.<\/p>\n<p>In a first phase, EIB will shortlist 10-12 projects that would require technical assistance to secure financing. The EIB may request additional information as necessary.
