A regional forum on climate change adaptation, co-hosted by the\u00a0Asian Development Bank (ADB)<\/span><\/a>, provided an opportunity to discuss innovative\u00a0technology<\/span><\/a>\u00a0and\u00a0financing<\/span><\/a>\u00a0to build resilience to disasters and climate adversities.<\/p>\n

Participants of the\u00a06th Asia-Pacific Climate Change Adaptation Forum<\/span><\/a>\u00a0(17\u201419 October) discussed, for example, the merits and demerits of using improved hydraulic rams or hydrams, which are devices capable of pumping\u00a0water<\/span><\/a>\u00a0up heights without using electricity or fossil fuels.<\/p>\n

\u201cWith the help of a hydraulic ram, you can pump water up to 100 meters without any\u00a0energy<\/span><\/a>,\u201d said Vivek Dhar Sharma, national\u00a0programme\u00a0assistant at the\u00a0Global Environment Facility<\/span><\/a>\u2019s small grants\u00a0programme\u00a0in Nepal. \u201cThis kind of technology can be especially useful in highland areas,\u201d adding that hydrams have the advantage of being able to be manufactured locally and parts, such as valves, are readily available in most countries of the region.<\/p>\n

While solar-powered water pumps are also\u00a0environment-friendly<\/span><\/a>, they are comparatively costlier to install and maintain and many countries of the Asia Pacific region have to import them.<\/p>\n

Hydrams, which are powered by the kinetic energy of flowing water, gravity and hydraulic pressure, easily justify the theme of the forum \u2014 \u2018Enabling Resilience for All: Avoiding the Worst Impacts\u2019.<\/p>\n

The forum, co-hosted by the\u00a0Climate Change Commission<\/span><\/a>\u00a0of the Government of the Philippines, the Government of the Republic of Palau, and the ADB, also considered innovative financing to tackle the effects of climate change.<\/p>\n

Ananya\u00a0Basu, principal economist at the ADB, discussed a relatively new funding model that is suitable for dealing with natural\u00a0disasters. In 2016, ADB introduced contingent financing, which is organised in advance and can be spent at the sole discretion of the borrowing country up to a pre-arranged maximum amount.<\/p>\n

\u201cMany of our countries don\u2019t have resources set aside for a disaster so they have to rely on budgetary allocations, which takes money away from existing programmes and priorities,\u201d\u00a0Basu\u00a0told\u00a0SciDev.Net<\/em>.\u00a0\u201cWe don\u2019t want that and they don\u2019t want that either.
