How will Thailand\u2019s capital cope when flooding disaster strikes again?"},"content":{"rendered":"<p><a href=\"https:\/\/www.scmp.com\/news\/asia\/southeast-asia\/article\/2162409\/bangkok-sinking-how-will-thailands-capital-cope-when\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">This article first appeared on the South China Morning Post.\u00a0<\/span><\/a><\/p>\n<p>As Bangkok prepares to host climate-change talks, the sprawling city of more than 10 million is itself under siege from the environment, with dire forecasts warning it could be partially submerged in just over a decade.<\/p>\n<p class=\"v2-processed\">A\u00a0<a href=\"https:\/\/www.scmp.com\/news\/asia\/diplomacy\/article\/2162407\/money-talks-bangkok-hosts-crunch-climate-meeting-bring-paris%27\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #00ccff;\">preparatory meeting begins Tuesday<\/span><\/a>\u00a0in Thailand\u2019s capital for the next UN climate conference, a crunch summit in Poland at the end of 2018 to set rules on reducing greenhouse emissions and providing aid to vulnerable countries.<\/p>\n<p class=\"v2-processed\">As temperatures rise, abnormal weather patterns \u2013 like more powerful cyclones, erratic rainfall, and intense droughts and floods \u2013 are predicted to worsen over time, adding pressure on governments tasked with bringing the 2015 Paris climate treaty to life.<\/p>\n<p class=\"v2-processed\">Bangkok, built on once-marshy land about 1.5 metres (five feet) above sea level, is projected to be one of the world\u2019s hardest hit urban areas, alongside fellow Southeast Asian behemoths Jakarta and Manila.<\/p>\n<p class=\"v2-processed\">\u201cNearly 40 per cent\u201d of Bangkok will be inundated by as early as 2030 due to extreme rainfall and changes in weather patterns, according to a World Bank report.<\/p>\n<p class=\"v2-processed\">Currently, the capital \u201cis sinking one to two centimetres a year and there is a risk of massive flooding in the near future,\u201d said Tara Buakamsri of Greenpeace.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1535\" height=\"892\" class=\"alignleft size-full wp-image-3887\" src=\"http:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_103.png\" alt=\"\" srcset=\"https:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_103.png 1535w, https:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_103-300x174.png 300w, https:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_103-768x446.png 768w, https:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_103-1024x595.png 1024w, https:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_103-958x557.png 958w\"  sizes=\"(max-width: 1535px) 100vw, 1535px\" \/><\/p>\n<p class=\"v2-processed\">Seas in the nearby Gulf of Thailand are rising by four millimetres a year, above the global average.<\/p>\n<p class=\"v2-processed\">The city \u201cis already largely under sea level\u201d, said Buakamsri.<\/p>\n<p class=\"v2-processed\">In 2011, when the monsoon season brought the worst floods in decades, a fifth of the city was under water. The business district was spared thanks to hastily constructed dykes.<\/p>\n<p class=\"v2-processed\">But the rest of Thailand was not so fortunate and the death toll passed 500 by the end of the season.<\/p>\n<p class=\"v2-processed\">Experts say unchecked urbanisation and eroding shorelines will leave Bangkok and its residents in a critical situation.<\/p>\n<p class=\"v2-processed\">With the weight of skyscrapers contributing to the city\u2019s gradual descent into water, Bangkok has become a victim of its own frenetic development.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"810\" height=\"475\" class=\"size-full wp-image-3888 aligncenter\" src=\"http:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_104.png\" alt=\"\" srcset=\"https:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_104.png 810w, https:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_104-300x176.png 300w, https:\/\/icleiseas.org\/wp-content\/uploads\/2018\/09\/Screenshot_104-768x450.png 768w\"  sizes=\"(max-width: 810px) 100vw, 810px\" \/><\/p>\n<p class=\"v2-processed\">Making things worse, the canals which used to traverse the city have now been replaced by intricate road networks, said Suppakorn Chinvanno, a climate expert at Chulalongkorn University in Bangkok.<\/p>\n<p class=\"v2-processed\">\u201cThey had contributed to a natural drainage system,\u201d he said, adding that the water pathways earned the city the nickname \u2018Venice of the East\u2019.<\/p>\n<p class=\"v2-processed\">Shrimp farms and other aquacultural development \u2013 sometimes replacing mangrove forests that protected against storm surges \u2013 have also caused significant erosion to the coastline nearest the capital.<\/p>\n<p class=\"v2-processed\">This means that Bangkok could be penned in by flooding from the sea in the south and monsoon floods from the north, said Chinvanno.<\/p>\n<p class=\"v2-processed\">\u201cSpecialists anticipate more intense storms in this region in the years to come.\u201d<\/p>\n<p class=\"v2-processed\">Narong Raungsri, director of Bangkok\u2019s Department of Drainage and Sewage, admitted that the city\u2019s \u201cweaknesses\u201d stem from its small tunnels and the hyper-development of neighbourhoods.<\/p>\n<p class=\"v2-processed\">\u201cWhat used to act as water basins are now no more,\u201d Raungsri said.<\/p>\n<p class=\"v2-processed\">\u201cOur system can only handle so much \u2013 we need to enlarge it.\u201d<\/p>\n<p class=\"v2-processed\">Today, the government is scrambling to mitigate the effects of climate change, constructing a municipal canal network of up to 2,600 kilometres with pumping stations and eight underground tunnels to evacuate water if disaster strikes.<\/p>\n<p class=\"v2-processed\">Chulalongkorn University in 2017 also built in central Bangkok an 11-acre park specially designed to drain several million litres of rain and redirect it so surrounding neighbourhoods are not flooded.<\/p>\n<p class=\"v2-processed\">But these ad hoc fixes may not be enough.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This article first appeared on the South China Morning Post.\u00a0 As Bangkok prepares to host climate-change talks, the sprawling city of more than 10 million is itself under siege from the environment, with dire forecasts warning it could be partially submerged in just over a decade.
