Local governments and stakeholder groups in the province of Albay, Philippines attended the 2nd stakeholder consultation workshop for the Albay Renewable Energy (RE) Roadmap project, ensuring that its policy recommendations and strategic directions are refined through inclusive, multi-sector engagement.<\/span><\/p>\n

More than 40 representatives of local governments, civil society organizations, the academe, and the private sector gathered for the workshop last November 7, 2025 at the Marison Hotel in Legazpi City, Albay, to validate the draft Albay Province RE Roadmap, which aims to serve as a framework for accelerating the province\u2019s energy transition.<\/span><\/p>\n

The Albay RE Roadmap is <\/span>crafted by ICLEI Southeast Asia (SEA) and the Philippine Movement for Climate Justice (PMCJ)<\/strong><\/span><\/a>, in close cooperation with the Provincial Government of Albay, its constituent cities and municipalities, and key community and industry stakeholders. The initiative supports major national policies, including the Philippine Energy Plan (PEP) 2023\u20132050, the National Renewable Energy Program (NREP), and the National Climate Change Action Plan (NCCAP).<\/span><\/p>\n

Engr. Raul Rosal, Provincial Administrator of Albay, said in his welcome message that the workshop aims to \u201ccollaboratively formulate an inclusive Albay renewable energy roadmap that will not only serve as a guide for developing [the province\u2019s] local renewable energy potential, but also to secure a more energy-independent future for all our communities.\u201d<\/span><\/p>\n

\u201cFormulating this roadmap, however, involves difficult choices and requires addressing diverse views among us present in today\u2019s consultation. This is precisely why your support and constructive input are so critical. We need to hear our perspectives, concerns, and expectations to ensure that our plan, vision, and mission in achieving our goal will be more effective. We are here to listen, to discuss, and to have a consensus on which path is the best in ensuring that policies are grounded in practical realities,\u201d he added.<\/span><\/p>\n

Larry Pascua, PMCJ Senior Energy Program Officer, said he hopes the roadmap will inspire different local governments, which are at the forefront of facing the climate crisis, to address the energy security challenges in Albay.\u00a0<\/span><\/p>\n

Nine local government units (LGUs) in Albay were represented in the workshop.<\/span><\/p>\n

The 2nd consultation workshop\u2019s key objectives included refining the roadmap’s Vision, Goals, Key Performance Indicators (KPIs), and strategies; revisiting governance mechanisms to ensure inclusive representation of stakeholders in the creation of the Albay RE Council and the Provincial RE Ordinance; assessing financing and infrastructure strategies aligned with Albay\u2019s development plans and local realities; enhancing just transition elements, including community participation, benefit-sharing, and equitable access to RE opportunities; confirming the roadmap\u2019s implementation and monitoring framework with defined roles, indicators, and accountability mechanisms; and fostering shared ownership and commitment among government, civil society, and private sectors for the adoption and rollout of the final roadmap.<\/span><\/p>\n

The second workshop builds on the outcomes from the<\/span> first stakeholder consultation workshop last February 2025, wherein stakeholders underscored the need to establish a robust local policy environment to accelerate RE deployment in Albay. Ten LGUs were represented in the first stakeholder consultation workshop.<\/span><\/p>\n

The Albay RE Roadmap, formally launched through an inception workshop in July 2024<\/a><\/strong><\/span>, is scheduled to be finalized and published in the first half of 2026.<\/span><\/p>\n
