Consultancy: National Expert on Citizen and Stakeholder Engagement (Vietnam)

ICLEI SEAS is looking for a national expert on citizen and stakeholder engagement to support the implementation of Ambitious City Promises (ACP) in Vietnam.

ACP aims to support selected large cities in Indonesia, the Philippines and Vietnam to establish strong greenhouse gas (GHG) reduction commitments, local climate action plans directed by concrete targets, enhanced multi-stakeholder engagement and integrated strategies. The City Promise–the city’s integrated climate change action plan shall be developed in three model cities with the support and engagement of their respective stakeholders. Throughout the project period, each local government will design locally-appropriate targets and action plans on the basis of their development framework and priorities.

In Vietnam, the project works with Hanoi City, Soc Son district and Son Tay district. In 2018, ICLEI Southeast Asia has successfully completed the rapid appraisal of Hanoi City’s development plans and conducted a stakeholder mapping exercise with the city’s Climate Change Technical Working Group. The project seeks to hire the services of a national expert on citizen and stakeholder engagement to support the conduct of public consultations and stimulate the discussion of the City Promise. The expert will also provide inputs and recommendations to appropriate citizen engagement strategies and develop mechanisms on integrating results of the public consultation in development planning and local policies.

 Scope of Work

Stakeholder Engagement and Strategy

  • Recommend community development approaches to ensure that the process is inclusive and participatory with due consideration to the socio-demographic profile of stakeholders

  • Assist the project team in conceptualizing stakeholder engagement activities that are effective yet sensitive to target stakeholder segments
  • Assist in localizing and popularizing technical materials arising from the project activities• Develop a guide on effective citizen engagement

Conduct of Public Consultations

  • Develop appropriate strategies to ensure that the design of sectoral public consultations consider stakeholder stratification

  • Ensure that the design of the public consultation series adheres to community development principles of empowerment, equality, and inclusivity
  • Assist the team in streamlining facilitation strategies to ensure utmost engagement and cooperation from the stakeholders
  • Provide expert guidance in processing outputs of the public consultation in coordination with ICLEI SEAS
  • Design appropriate methodologies for effective and efficient public consultations

Expert inputs to City Promise

  • Align public consultation outputs with the City’s priority development strategies and programs as surfaced by the ICLEI SEAS rapid appraisal

  • Assist the project team in ensuring that the resulting City Promise is reflective of the people’s interests as gleaned during the public consultation series
  • Develop parameters to mainstream or integrate results of public consultation in development planning and local policies

Reporting Platform

  • Conceptualize reporting platforms that collect pledges of various stakeholders to adopt a low-emission lifestyle that can ultimately raise the city government’s ambition to reduce community-level GHG emissions and assist in meeting the targets set out in its City Promise
  • Ensure that the reporting platforms are designed with due consideration to the capacities, preferences, and limitation of the target audience segments

 

Deliverables and time frames

The work will entail providing on-ground support and expertise during the conduct of public consultations and engagement with different stakeholders in Hanoi City initially from March to June 2019. Based on the outcomes of the public consultation, the expert will conceptualize potential reporting platform to collect pledges of stakeholders.

A maximum of 50 working days is estimated to complete the deliverables as stated below. The consultation with ICLEI and the project cities will be made both in-person and online (e.g. via e-mail). The following table lists the deliverables and their respective delivery date.

 

Service provider requirements

The successful service provider must provide evidence of:

  • Significant experience of working with communities and other local actors in the context of NGO work
  • Significant experience in engaging stakeholders within Vietnam context in awareness raising or decision making on sustainability or environmental issues;
  • Significant experience in community organizing; assisting communities in exploring their own capabilities and resources to contribute to a set of goals
  • Solid understanding of climate change mitigation and/or Low-Emissions Development Strategy
  • Demonstrated ability to develop effective citizen and stakeholder mobilization and engagement strategies; and
  • At least 3-5 years of proven experience in managing community relations activities/programs preferably at the city or community level in Vietnam

Additionally, advantageous criteria for prospective service providers include:

  • Prior work experience in communities situated in Hanoi City;
  • Prior work with ICLEI – Local Governments for Sustainability;
  • Background on community organizing and development
  • Background on working in climate change issues particularly low emission development; and
  • Flexibility and a shared vision for the project outcome are essential since the work will
    be undertaken in close cooperation with project team members

Reporting requirements and management

  • The expert will report to Mr. Ranell Dedicatoria, Regional Program Manager of ICLEI Southeast Asia Secretariat and the activities will be implemented in Hanoi City in close collaboration with Ms. Hoang Thi Huong Giang, Vietnam Country Liaison.
  • Regular meetings/calls to report on progress on specific tasks and deliverables will be required.
  • Payment of the service provider will be contingent on the timely submissions of deliverables listed in this term of references
